Healthy Paws Pet Insurance Review (2026)

Healthy Paws by statePick a state
Draft: This review is a draft: we have not read Healthy Paws's rate pages in any state yet, so it has no prices and only partial scores.

Healthy Paws belongs to Chubb; PetSmart also sells its policies. In Florida the insurer is ACE Property and Casualty Insurance Company, which also files the brand’s rates with the Florida Office of Insurance Regulation. According to S&P Global Market Intelligence (April 2026), Chubb, through Healthy Paws, was among the largest US pet insurers by 2025 premium, after Trupanion, Nationwide and Independence Pet Group.

We checked these ACE Property and Casualty rate filings in the Florida filing register (IRFS):

  • 25-049230. Filed on 21 October 2025 under the older product code Livestock (Animal Mortality, insurance against the death of livestock), approved on 12 January 2026, in force from 19 January 2026. Lemonade’s filing 26-034247 cites it as an approved competitor pet filing.
  • 26-024890. Filed on 11 May 2026, approved on 21 May 2026, in force from 15 June 2026.
  • 26-041673. Filed on 28 September 2026 with a start date of 6 November 2026. Not yet decided on 13 October 2026.

A new Florida policy has been filed in the name of another Chubb company, Westchester Fire Insurance Company: the Pet Health Indemnity Insurance Policy PI-59923 with a Continuity of Care Coverage Endorsement. The forms are in filing 26-041607 and the rates in 26-041604. The requested start date is 1 January 2027; on 13 October 2026 neither filing had been decided. A first attempt, for 1 July 2026 (26-021435 and 26-021440), was withdrawn. A New Hampshire disclosure document (PI-59920) names Westchester Fire among the Healthy Paws insurers.

How it works everywhere

  • The plan covers accidents and illnesses.
  • The deductible is annual: it resets every policy year.
  • Advertised: no annual limit and up to 90% reimbursement. The options actually offered depend on the pet’s age, breed and state.
  • New pets are accepted up to age 14. The older the pet at enrollment, the fewer reimbursement options.
  • Hip dysplasia is not covered if the pet was first insured at 6 or older.
  • Vet exam fees, dental illness and prescription food are not covered.
  • Medical records are not checked at enrollment. They are requested from vet clinics when you file a claim. Most brands work this way, except Trupanion and Embrace.

Pros

  • A policy with no annual limit is advertised, with caveats on the pet’s age, breed and state.

Cons

  • No cover for vet exam fees, dental illness or prescription food.
  • Pets older than 14 are not accepted.
  • Hip dysplasia is not covered if the pet was first insured at 6 or older, even after the waiting period ends.
  • In Florida the illness waiting period is 15 days, and 30 days for hip dysplasia. Pumpkin and Spot wait 14 days for illnesses, orthopedic ones included. There is no wait for accidents, and the waiting periods can be waived through the procedure in the policy: Florida law requires both of every insurer (Florida disclosure document PI-59918).

What we could not verify

  • How much Florida rates have changed. We have not read the rate pages of filings 25-049230, 26-024890 and 26-041673, so we give Healthy Paws no Florida scores yet.
  • How the rate formula works: whether it has a tenure factor (a charge for years with the company), a discount tied to claims, or a fee for monthly payment.
  • Whether hereditary and congenital conditions are covered; whether a cured condition can be covered again; whether the insurer pays the vet directly; whether there is a multi-pet discount.
  • What the Continuity of Care Coverage Endorsement covers, and whether current Florida policies will move from ACE Property and Casualty to Westchester Fire.
  • Which Chubb company insures Healthy Paws in California. The California Department of Insurance database has no pet filings by ACE Property and Casualty.
  • Whether reimbursement or deductible options can be cut at renewal. One customer review on ConsumerAffairs (February 2026) says that at renewal the reimbursement was lowered and the deductible doubled.

History

  1. The California underwriter is shown as not identified instead of falling back to ACE Property and Casualty; added BBB and Trustpilot ratings checked on 13 October 2026
  2. Corrected: added Florida filing 25-049230; moved the Florida waiting-period waiver out of the pros, since state law requires it of every insurer; removed an unlinked +14.6% figure; named S&P Global Market Intelligence as the source of the premium ranking; withdrew the Florida price-structure score until the rate pages are read
  3. First published: Florida filings 26-024890, 26-041673 and 26-041607, Florida disclosure PI-59918
