Filing 26-024273 does not name ASPCA. Our research places ASPCA in the filing's PTZ sales channel together with Hartville and other brands (base rate $105.94 in the approved manual FL_20260724, +12.85% from 1 October 2026); it is the same V4 program and form family as Pumpkin and Spot. The ASPCA Florida sample is still the older edition PET-P-20000-FL-1024 with a 14-day accident wait; filing 25-046756 removed the accident wait for the whole V4 program from 1 January 2026. The illness-wait waiver by vet exam is in the current edition PET-P-20000-FL-0525, which, according to the IRFS listing of forms filing 25-046755 (not read in full), was filed together with an ASPCA (APHI) disclosure. The minimum enrollment age for ASPCA in Florida is not in our sources. The form says the insurer can pay the vet directly if the claim form asks for it; we do not count that as direct vet pay.

Re-weight the scales yourself · total is a weighted average over scales with data (methodology v1)

F (customer treatment) has no data yet for Florida, so its weight changes nothing until that data is in. Coverage is scored separately and never counted in the total.

Why these scores

E. Price structure 5.0
Filing 26-024273 applies the tenure factor table and the 10% healthy pet discount, lost after any reimbursed claim in the prior 12 months, to every channel, including PTZ (ASPCA).
F. Customer treatment no data
Our sources show no mass non-renewal and no regulator penalty against Independence American Insurance Company in Florida in the last five years.

Notes on these filings (1)
  1. 26-024273: Approved 29 July 2026. The loss ratio is for the whole V4 medical program in Florida, dogs and cats, all three sales channels: projected loss and LAE ratio 71.9% (OIR rate indications form, accident years 2021–2025) against a permissible 60.42%. At the rates actually charged, the 2025 incurred loss ratio was 61.7% for medical coverage (OIR-B1-595). By channel (Exhibit 3a): PTZ 67.47%, Pumpkin 89.81%, Spot 67.28%. The increase also differs by channel: indicated +12.85% PTZ, +50.14% Pumpkin, +12.53% Spot; selected +12.85%, +31.31% and +12.53%. The cover letter gives +18.97% for medical coverage and +15.0% overall. The filing-level requested, approved and indicated percentages are Pumpkin's; on each brand's page the filing row shows that channel's own figures and projected loss ratio. The filing does not name the brands sold through the PTZ channel; ASPCA is priced here with the PTZ base rate.

History

  1. Corrected the Florida rate figures: the indicated +50.14% belongs to the Pumpkin channel (all channels together: +19.69% indicated, +16.16% selected), and the PTZ increase is described as the full indicated change rather than exactly what claims needed. Clarified that California's +7.9% is the overall change across V4 products and that the 60% cap applies at each of three renewals.
  2. Corrected Florida base rates and wellness rates to the approved manual FL_20260724; separated the 1 January 2026 accident-wait change from the 1 October 2026 increase; marked the PTZ channel link to ASPCA as our research, not the filing; clarified age, renewal, waiver, hereditary-cover and loss-ratio wording; added BBB and Trustpilot ratings checked on 13 October 2026
