Pet insurance in Florida
Your premium is built from about a dozen factors that the insurer gets approved by your state's insurance regulator. Most of them rise every year simply because that is how the formula works, and once your pet has a diagnosis, you can no longer switch to another insurer. This wiki reads the rate filings so you can see the price over your pet's whole life, not just the first year.
In 2026, Florida approved all three rate filings: one exactly as requested, two slightly below the request[1][2][3][b]. The same French Bulldog costs between $33,190 and $81,645 over 15 years depending on the brand[5][a].

How much insurers actually pay out
The loss ratio is the share of premiums an insurer pays back in claims; we treat 90% as the ideal (scale C of the methodology), because the law requires human health insurers to pay out at least 80–85%.

Premium and losses are for the year shown, as the filing reports them. Losses include claim-handling costs where the filing gives them, with no allowance for claims not yet reported. A projected ratio is the insurer's own forecast at current rates; scale C uses the latest ratio on file.

What the law guarantees
Florida passed its Pet Insurance Act in 2025 (Florida Statutes §627.71545, chapter 2025-11). It follows the NAIC Pet Insurance Model Act, a template law that state regulators wrote for other states to copy. The key point for a buyer: before the sale, the insurer must give you a document called the Insurer Disclosure of Important Policy Provisions. The insurer’s home page must link to it. The document tells you:
- whether the policy excludes chronic, congenital, hereditary and pre-existing conditions (illnesses the pet had before the policy);
- the policy’s waiting periods, deductibles, reimbursement percentage and limits;
- whether the premium rises with age, after claims or when you move;
- which company is the insurer, if a brand sells the policy.
If you have made no claims, you can return the policy within 30 days for a full refund.
Injuries have no waiting period. Illnesses and orthopedic conditions not caused by an accident can have a waiting period of up to 30 days. The insurer must let you waive it with a vet exam. To comply, Independence American dropped the 14-day accident waiting period from its V4 program (Pumpkin, Spot, ASPCA). It priced the change at +1.05% (filing 25-046756, effective 1 January 2026).
If the insurer denies a claim as pre-existing, it must prove the exclusion applies. A condition the policy already covered cannot become pre-existing when you renew with the same or an affiliated insurer. The insurer cannot require a vet exam for renewal. This protection works only while coverage is continuous.
An insurer cannot make you buy a wellness program to get a policy. Under the law, wellness is not insurance. The Department of Financial Services, Division of Consumer Services, takes complaints about denied claims. The law does not limit the size of a rate increase.
How rates are approved
To change its rates, an insurer files with the Office of Insurance Regulation (OIR). OIR usually decides within one to four months. National Casualty’s filing 25-056884 (Nationwide) took almost six: filed 17 December 2025, approved 11 June 2026.
OIR sends the insurer objection letters. One letter on Lemonade’s 2026 filing (26-034247) listed 22 objections. OIR approves increases that the loss ratio (the share of premium paid out in claims) supports. Lemonade projected that claims and the cost of handling them (its loss and LAE ratio) would take 83.1% of premium. The permissible level is 65%: expenses and profit take the other 35%. OIR’s standard rate indications form also counts fixed expenses separately and gives an indicated increase of +23.7%, or +23.5% after credibility weighting (an adjustment for how much data stands behind the figure). Lemonade asked for +22.0%, and OIR approved it for accident and illness coverage: from 18 November 2026 for new policies and from 2 January 2027 for renewals.
An insurer can raise rates by less than its own calculation calls for. In filing 26-024273, the Pumpkin channel of Independence American’s V4 program indicated +50.1% and took +31.3%. It carried the rest over to a later filing.
Reading filings in IRFS
The filings are public in IRFS (irfssearch.floir.gov):
- Open Quick Search and enter the insurer’s name, not the brand: “Independence American” for Pumpkin, Spot, ASPCA, Pets Best and Figo; “American Pet Insurance” for Trupanion; “Lemonade Insurance Company” for Lemonade. Filings made from 2026 on are under “Inland Marine / Pet Insurance”. Earlier ones, including many made in 2025 (Lemonade 25-034141, National Casualty 25-056884), are under “Livestock (Animal Mortality)”.
- Pick the rate filings and look at “Effective Date (New / Renewal)”. This is the day new policies and renewals move to the new rates.
- Open the filing and request the documents: “Single request, entire filing”, your email, a captcha. The PDF arrives by email and often runs to several hundred pages.
- In the PDF, find:
- the cover letter, which shows which brands share one program;
- the overall rate change;
- “indicated” and “selected”: how much the insurer’s calculation calls for and how much it actually asked for;
- the actual loss ratio and the permissible one;
- the trend: the yearly growth in claims built into the rates;
- the age, breed and territory factor tables;
- the renewal impact distribution: how many customers get +40% or more at renewal.

History
- Added payout table: earned premium, incurred losses and the loss ratio for each insurer, against the permissible ratio and the 90% ideal
- Corrected the Lemonade example: the +23.7% indication comes from the OIR rate indications form, which also counts fixed expenses (+23.5% after credibility weighting); it is not 83.1% divided by 65%. OIR usually decides in one to four months, not one to three (Pets Best 26-026451 took three and a half)
- The filings list now shows every recorded Florida filing with its headline figures, adds American Pet Insurance Company filings 24-108678 and 26-021802, and no longer shows an approved percentage for 25-043052; IAIC 26-024273 prices use the approved manual FL_20260724
- Corrected Lemonade's 83.1% to a loss and claim-handling expense ratio, noted that some OIR reviews take about six months (25-056884), and that filings made in 2025 can still be under Livestock
- Expanded with law summary and IRFS guide
